If anyone is still wondering about how he knows where the nukes are landing, listen carefully to the siren when they launch. The sound is loudest where the nuke will land, he moves the camera around fast and determines where the siren is coming from.
I stopped playing these games a few years ago. These games are my childhood. I recently got the Ultimate Collection and I am playing Zero Hour a lot more than the other games. I'm not confident or skilled enough to go against hard enemies yet. Edit: And doesn't Infantry general not get nuke or inferno cannons?

You have to spend more money in the begging for defence sistems not on hardware,in my opinion this is the thing that slow you down
